The concept of social health, along with other dimensions of health (physical, mental, spiritual) has a significant place and is influenced by various factors, one of the most important factors is security and especially social security. The development of the city will happen when all the components of the city are paid attention to. In the internal development and in the expansion of the spatial territory, today's cities have followed less than the planned military. For example, the development approach based on public transportation has been proposed as one of the most evolved views of urban development, which emphasizes the interrelationship between public transportation and urban development. With the passing of a generation of the experience of applying the mentioned approach in formulating an urban development model for leading countries, many obstacles and challenges to its implementation and effectiveness have been revealed, which implies the full use of the potential of this type of development. Urban development is a process that is created with the intervention and ownership of local stakeholders to develop a comprehensive vision for their city. The current research, by examining the ways of planning and urban development based on security in different dimensions, came to the conclusion that the ways of planning and urban development should rely on security; It was also concluded that planning, urban development and urban security have a meaningful relationship with each other. This research was done with a descriptive-analytical method based on the review of theoretical texts. In order to achieve the goals of this research, the questionnaires that were randomly distributed among different student and market groups; Analyzed with spss software and reached the results.
