Managing the increasing amount of electronic equipment used is a challenge for waste management officials. In this article we focus on a large portion of the electronic waste stream (computer monitors) and the disposal problems associated with the lead found in the cathode ray tubes (CRTs) used in most monitors. We develop a policy simulation model of options for disposal of consumer products, based on the costs of those options and the associated environmental impacts.
For the US inventory of discarded monitors in 1998, our preliminary results suggest that prohibiting some disposal options would increase disposal costs from approximately $1 per monitor to between $3 and $20 per monitor. Policies that encourage the recycling of small amounts of monitor components, including lead, may be less expensive. In both cases, the cost of the policy outweighs the value of the health consequences avoided by eliminating CRT.
